    NEBS (Network Equipment-Building System)是电信行业专业术语,表示网络设备构建系统。NEBS 的历史可以追溯到70年代,当时它由贝尔实验室开发,被用于标准化被最终安装到中心局的设备。其目的是让设备商更容易地设计兼容于典型本地贝尔运营公司的设备。标准化导致开发费用的降低和更容易将新设备引进到网络中。

    NEBS认证标准分为三种级别,每个级别有自己的目标和用途,但第3级确保最大的设备可操作性,用于关键网络设备。 X335和x343提供符合NEBS 第3级标准的产品。

    4)MET 是Verizon认可的独立测试实验室,被授权为Verizon完成NEBS和光纤模块的测试和认证。2009年开始,Verizon对于通讯设备的增加了新的要求,即Telecommunications Equipment Energy Efficiency Rating (T.E.E.E.R.). 这个需要经过Verizon授权在VZ-TPR-9205范围的实验室才有资格进行测试。MET是仅有的几个实验室之一。

    What is NEBS?

    NEBS stands for "Network Equipment Building System"

    NEBS describes the environment of a typical Regional Bell Operating Company (RBOC) Central Office (CO). This description includes Electromagnetic, Electrical Safety and Environmental criteria.

    NEBS was developed by Bell Labs back in the 1970s to standardize equipment that would eventually be installed in a CO. The intent was to make it easier for a vendor to design equipment compatible with a typical RBOC CO. This would result in lower development costs and ease the equipments introduction into the network.

    Equipment deployed in the network needs to be safe, reliable, and easy to deploy. The NEBS standards provide uniform criteria for equipment design intended to reduce the cost of deployment and maintain reliability and integrity of the network.

    NEBS Documents

    They consist of two standards:

    1. GR-63-CORE, Issue 3, March 2006: Network Equipment Building Systems – Physical Protection

    2. GR-1089-CORE, Issue 4, June 2006: Electromagnetic Compatibility and Electrical Safety - Generic Criteria for Network Telecommunications Equipment

    NEBS Levels

    Bellcore special report, SR-3580 details 3 distinct functional levels of NEBS compliance based on GR-63-CORE and GR-1089-CORE. The levels allow a wide range of NEBS requirements to be applied to equipment based on application and network impact.

    NEBS Level 1 The minimum acceptable level of environmental compatibility needed to preclude hazards and degradation of the network facility and hazards to personnel.

    Possible applications for Level 1 criteria include prototype equipment for trial, limited deployment of equipment used for non-vital services, and Competitive Access Provider collocated equipment.

    NEBS Level 2 The minimum level of environmental compatibility needed to provide limited assurance of equipment operability within the network facility environment. This assurance of operability is limited to controlled or normal environments by the criteria.

    Possible applications for Level 2 criteria include equipment deployed in highly controlled environments such as data centers or deployments of equipment performing non-critical network service where loss of equipment operation under environmental extremes can be tolerated.

    Note that this level is very rarely used because it is ambiguous. In fact, MET has never had a request or quoted to this level

    NEBS Level 3 The minimum level of environmental compatibility needed to provide maximum assurance of equipment operability within the network facility environment. The Level 3 criteria provide the highest assurance of product operability. Level 3 criteria are suited for equipment applications that demand minimal service interruptions over the equipment’s life.

    Possible applications for the Level 3 criteria include critical network equipment such as digital switches, transport products, and power systems.

    In a nutshell, the equipment meets all of the requirements of GR-63-CORE and GR-1089-CORE.

    NEBS Levels and the RBOCs

    Verizon and AT&T do not follow the SR-3580 NEBS Levels. They use their own NEBS documents to describe their requirements that details what they believe are important to their networks integrity. Typically it is NEBS Level III in addition to their specific requirements that go above and beyond Level III.

    Who are the Regional Bell Operating Companies (RBOCs)?

    There were originally 7 RBOCs, which were formed from the 1984 breakup of AT&T. Today there are only 3:

    (1)Qwest - created by the merger of US West and Qwest Communications International, Inc.
    (2)AT&T - created by the merger of SBC, Ameritech, and Pacific Telesis, AT&T, and Bell South.
    (3)Verizon - created by the merger of Bell Atlantic, Nynex, and GTE.

    The Future of NEBS

    NEBS requirements are the most widely used equipment design standards. They are highly specialized for the needs of the service providers, and have provided for robust and efficient equipment deployments for nearly 30 years.

    It is unlikely that the need for NEBS requirements and testing will ever go away. The benefits in terms of performance, safety, and reliability far outweigh the cost of compliance. As long as electricity and electronics are the building blocks of telecommunication networks, EMC, Environmental and safety requirements will remain as important as ever!
